Works withing the game itself, no external windows Works from version 1.2.X up to current 1.4.0. Should work as-is for next updates too, at least it works without modification since 1.2 So I'm quite confident there. (!!! may NOT work on ACV "PLUS" version !)
UPDATE
As a lot of you had bug with either standalone injector or by injecting DLL with own injector, the whole preceding HOWTO is obsolete and the new recommend way to have it working is to use Cheat Engine for DLL Injection during the title screen itself.
I also found that the dll file works if the injection is done with the cheat engine program and only at the beginning of the game itself. If you make an injection in an already loaded game, then when you press insert, the game will crash.
So just inject the "DLL Only" version at title screen itself using Cheat Engine if you have issue. Then whenever your want ingame, press "Insert" to toggle the time and weather control menu.
I'll look more on this issue but in the meantime this should, at last, permit most of you enjoying the mod.

Might trigger False positive from windows defenders here alongside with some rare edge case of not working at all on not up to date system or 32 bit, or with odd langage settings. See at end for virustotal report, or you are up to do one on your side (something that is highly encouraged, as trusting foreign file makes no sense when it is that easy to test them by yourself. So if false positive or any doubt, just upload it to virustotal or equivalent. Don't hesitate to report any bug or odd things and i'll look into it)
------- UPDATE: The original upload has been manually approved by Nexus (thanks to their support for this prompt reaction !) so you can now download the standalone version that does not require knowledge about dll injection !
/!\ ON HOLD /!\: "Fun enough" after this very sentence and encouragement to never trust foreign files from word, the mod was made on quarantine from Nexus as soon as uploaded. I've sent a mail and will do whatever asked to get the mod available to you as soon as possible. Stay Tuned !
For those that don't want to waitAND knows about DLL Injection, you can still use the DLLONLY version which is not quanrantined. Just inject into "ACV.exe" at playtime with your favorite injector
(that means that the mod itself is passing the quarantine and the false positive lies on packed injector, which is common. As sad as it may sound, if it is too much work to get the packed self injecting version to pass the quarantine, it will end up with only dll provided. We'll lose some users there, but I won't loose too much time for injection part since in the end, it has nothing to do with my mod in itself)
Short update: no answer yet from Nexus but just to say that I fail to understand the quarantine since the linked report available by nexus itself (files -> click the red filled circle with white cross to see report) show a report with no suspicious files detected... I've found another submission on Virustotal that has same name but totally different size and which is NOT at all mine that was flagged suspicious, but absolutely unrelated to this file nor nexus report so... i'm clueless but even more confident this will be solved) ------
HOW TO 1. Launch the game 2. Preferably load a save or a game but it's usually not mandatory, and has been known to work even while "Searching for extensions" on some 3. Lauch "WeatherControlACV.exe" : nothing happens, that is normal 4. Go back to game, just type "insert" : that should spawn an ingame menu to mess with Time and Weather.
5. Type "insert"' again to hide / toggle menu. Have fun !
You don't need to do anything in between saves or anything. The .exe only has to be launched once per game execution. This doest NOT mess with any other ingame settings and won't trigger anything related to ubisoft connect or protection.
Included files are an old presentation video, a link to the equivalent as gif since the record was not very good, a txt with the original howto made on blacksmith discord, and the weather control exe itself.
