Update 1.9 adds the production buildings for Construction Materials, Consumer Goods, Intermediate goods, and Finished Food Goods. The final level of production has been increased by 1/3 instead of half just looks cleaner when trying to optimize the build.

Changed this module to just double modifiers at vanilla costs. I left the code for reducing the cost, but it only graphically shows unlock costs for the last level. I couldn't work around this so I just commented it out.

Refactored Service building code and added a module for Institutions i.e. Fire Station, Police, Hospital range

Finally!!! Updated production Boosts (Not Refined Goods) to work. I'm still running a game to check everything and it is only for buildings up to Season 2 of DLC. As my game progresses I'll be adding in the newer buildings and "possibly" newer boosts.
