I looked at the .xml file and I believe there is a typo. There is an irrigatuion instead of irrigation. There's only the typo once. I'm guessing the u and the i were hit on the keyboard at the same time.
My guess is that it's hard coded somewhere. I can't find anything even suggesting a limit in the assets xml file, so the limit has to be somewhere else. I can't really test it myself right now.
Edit: So I just tested it, and it works for me. I tried 20 and 80, both worked as intended. I'm not really sure why it's not working for you.
I haven't tested with the new update. However, I checked out the new update and it seems nothing related to this mod has been changed in the code. That being said, it should still work.
After a little analysis, you need to change the line <ModOp Type="merge" GUID="114441" Path="/Values/IrrigationSource"> to <ModOp Type="merge" GUID="114544" Path="/Values/IrrigationSource"> and the game stopped crashing
So I checked out the update and compared it to this mod. The GUID 114544 is still the correct one. This is the GUID used in this mod; there was no need to change it since this mod is using the correct one. However, something could have messed with it on your end, and thus required manual editing. I'm not sure why though. I downloaded the mod to double check it, and it was all correct.
This mod literally just changes a few numbers to increase the capacity and range. How would it break game mechanics just by making a few numbers bigger? Also, I had the bridge issue before I even had this mod.
I believe it's one of the decoration mods from Spice it Up. I also had this issue with train tracks going over roads, which only started after the Land of Lions game update. It didn't break trains so I didn't really mind, but it was strange seeing trains going over roads where no track could be seen (the track was still there, just invisible).
It still works for me. I checked the game files and it seems they didn't change anything with the irrigation stuff. So I'm not really sure why it doesn't work for you. Maybe something else is causing an issue.

increase area for river, lake etc is fine. increase capacity pump is also working fine
so i notice if i put 4 or 8 is fine. but i cannot go beyond 12 apparently. i think there is limit in canal radius to 10 or 12

in the second row, there is missing an "a" in Spread. Just insert it in every line and the mod works again.
