It's not like anyone is going to read the lore but:

Project Mahesvara is an joint OIA-OADF black project that traces its origins back to a study written in 2011.

The study entitled "The Great Destroyer: How Attrition Wins Wars in a Post-Ulysses World" states that in the modern era, wars are won solely by x-factors that can inflict unfathomable damage to their opposition, citing in particular, Galm 1, Mobius 1, and Razgriz Squadron.

OIA defense analysts decided to shift their battle doctrine away from superweapons which have been proven to be ineffective in determining the outcomes of wars, and towards training x-factor pilots and equipping them to wreak havoc against their enemies. In their efforts, they sought to procure new fighter planes, and in 2015, as the Emmeria-Estovakian War broke out, they found their opportunity.

Osean Intelligence had an eye on Estovakia since 2012, post-Circum-Pacific War due to the potential sale of the Super Hrimfaxi-class submarine, Alicorn from Yuktobania. Since then, the CFA-44 Nosferatu had caught the eyes of Osean military officials and a bid to purchase CFA-44s from Estovakia was sent and swiftly rejected. As war broke out, the OIA sought to use the chaos to infiltrate Estovakia and steal the blueprints themselves. During the waning hours of the war, OIA agents managed to successfully secure the designs and begin the difficult process of engineering and manufacturing the CFA.

In the opening months of the Lighthouse War, Osea had a small procurement of six CFAs, but no pilots to fly them. The CFA was a difficult plane to fly. Thanks to the heavy ordinance it carried, a fully-laden CFA was quoted to be slow and sluggish. Despite numerous avionics and engine improvements, normal pilots struggled to push the CFA to its fullest potential. It wasn't until reports of the 444 Spare Squadron eradicating an Erusean base in Roca Roja that Osea found its pilot, Trigger. The OIA pulled strings to send Spare Squadron on numerous suicide missions, including a mission to escort the Strider and Cyclops Squadrons which would go on to become escort squadrons for Project Mahesvara, to test Trigger's capabilities. After several successive victories, Trigger had passed with flying colors and was transferred to the newly-formed LRSSG.
