Installation:

Drop the Texture file (ex:CFA-44_Elysia_Maid_Texture_P.pak ) AND desired slot file (ex: CFA-44_Skin1_Elysia_Maid_P.pak)
into \SteamApps\common\ACE COMBAT 7\Game\Content\Paks\~mods
slot 7-8 does not require texture pak.
