Adds Bright Night Vision Goggles to the game that act like full screen night vision goggles with a red filter

First off I would like to say thank you to Xyth, Guppycur, War3zuk, KhaineGB. Without their prior work and permission, this wouldn’t have been put together.
Next, thank you to all the modders on the forums. The information/examples they have provided in their mods are greatly appreciated and
helped me get this playable in A18. and A19.
I disliked the night vision because it is limiting my view. So I started to play with different filters and saw that we can use the bright filter on the night vision. Then removed the night vision overlay to provide a full screen view and voila!
