Adds recipes to craft schematics from 1 piece of paper. Unlocked by Yeah Science level that is two above the mod tier, e.g. to craft Tier 1 schematics, need minimum Yeah Science level 3.

Adds the option to craft mod schematics instead of depending on RNG to drop them. Covers all existing schematics as of A17.1 b9.
For game balance purpose, the recipes still require some skill investment - crafting Tier 1 schematics requires Yeah Science level 3, Tier 2 schematics require Yeah Science level 4, and Tier 3 schematics require Yeah Science level 5.
Each recipe only requires 1 piece of paper, and does not need any workstation. Search for them by typing the name of the mod you want, or just type "schematics" to see them all.
Known issues:

- The description of the recipe is for using the schematic rather than for crafting the schematic, so it mentions requiring Yeah Science level 1/2/3 instead of level 3/4/5. This is something I have no control over.
