Scrapping broken Solar banks have a chance of looting solar cells.

When scrapping a broken solar bank with a wrench or higher tier tool there is a chance to get 1 to 3 solar cells with a 30% chance each (you can change it to the best way it adapts to your gameplay by editing the blocks.xml file).
Until now the only way to get this items was by trading (with a really high price), so I thought it was a good idea to take advantage of this broken solar banks in order to get some solar energy on early-mid game.
Note: Solar banks can now be fount inside Working Stiffs loot boxes or trucks!
