Sorry for the late reply I wasn't notified of your comment.
In the vanilla game (unmodded) you never had the option to paint all sides, that's only if you're in DM mode where you get the option to paint all sides.
I suggest you try with this mod installed to see for yourself: Press F1 for the console > type DM > now toggling it on/off shows you those options for the paint radial wheel. The game is intended to be played with DM off, I can understand if you're a server owner the need to use it but if not there's little need bar reporting bugs to TFP to use it.
Any other questions regarding the usage of this mod I'd be happy to help.
Edit: Since this comment was made a while ago, the vanilla game and using this mod allows you to paint all sides in A20 and A21+.
Thanks Lad... i remember in a16.4 you could paint so much faster... in all the version after a16.4... Painting wasn't worth the Time... you painted so god Damn Slooooow.... block after block after block... and you have to hit the Mouse button every time a new block is aimed at... in the Older versions you just held down the button and it will panit as fast as you can move... thanks for Reviving Painting
We had one alpha iteration, that being a16 as you mentioned, where painting was introduced and done right. I often switch to older alphas, hence the head-scratching over why you had to keep pressing the mouse button from alpha a17-onwards (yeah the version we don't talk about :P).
Tbh... i love Alpha 16.4... i started with it and if i'm Bored with the newest Versions... i just grab War of the Walkers and enjoy the simple nature that a16 had... without locked storage space in the backpack, weird Food and Water Sytem ( in alpha 16 you stoped eating and Drinking if you are full )... you had even more Freedom of picking your skills... not like in new versions... if you don't have certain skills, the gameplay is slowed so much down to nearly a crawl (pack mule <increase in carry weight) But still i thank you so much that atleast someone made Painting viable again.

I'm not Sure what TFP are thinking sometimes .. They keep saying improvements ...... But what I see _ Is a Great Game .. getting broken at over 5000+ hrs. A19+ has a lot of broken stuff in it, that wasn't before.
