The NPC Mod can allow helper or hostile NPCs to appear in the biomes or POIs, if the POI has been configured to spawn them.
While there are default NPCs already built into the NPC Mod, creators can release their own.
A new NPC Mod Add On pack is called 1-DarksPrepperz, and has been created by Darkstardragon. It has been released with Preppocalypse in mind but can be used in any compatible mod list.
1-DarksPrepperz provides 2 custom NPC helpers with their own POIs in the Wilderness. They do not appear in the biome beyond their own POI. Only 1 copy of each POI will appear in a World. This makes them unique to one location and requires some tracking to find them. In time, it will be possible to find them through a note, but for now they could be anywhere in the Wilderness.
Here are some images to give a pointer on what to look out for.
John Smith is a hardcore sniper. He is found at John Smith's Bunker. On this World it will be a touch tricky to find since it is in the Wasteland. However, the broken dew collector and wooden post offer a first hint that something is here. Since it is a bunker, the top is simply a lookout, while there is a basement area for living. John Smith will be found in the top lookout area. As soon as you move closer to the bunker, you will possibly hear him. It is also possible he will open the steel shutters around the bunker.

John Smith can be hired as a helper for a cost of 1000 7.62 ammo.

The other help in this Prepperz Add On is Riley Roo. She is both a scientist and a very worthy gunslinger. She lives above her laboratory, where she is learning more about this zombie affliction and a possible cure.

Her POI is easier to see than John's. However, she requires 100 acid to be hired. We can craft acid in Preppocalypse but it requires a lot of batteries to convert to acid. It will take some time to hire her.

Once they are added to your Mods folder, it is necessary to create a new World to ensure the Prepperz POI can appear in the World.

EDIT:
A question was asked in the forum about if these POIs will appear in the V1-Preppo8KJulyCustomRWG World in the Optional Files. As it currently stands, they will not be added since it would be dependent on creating it with the NPC Mod and DarksPrepperz Add On installed at the time of generating the World...
However, if you add these two lines to the bottom of the prefabs.xml inside the Preppo8KJuly World, and have the NPC Mod and 1-DarksPrepperz Add On installed, there will be 2 POIs added, with one for each NPC.
Go to the World mod and locate the prefabs.xml file at V1-Preppo8KJulyCustomRWG / Worlds / Preppo8KJuly / prefabs.xml
Add these lines to the very bottom of the list:

When you start the World, the two POIs will be added and you will be able to find Riley Roo and John Smith in their own POI.
If you have already started the World, there is always the risk that the area they have been placed at is already rendered.
Using the Chunk Reset feature in the Game Menu Options can 'reset' the area as long as it isn't frequented too often or has a land claim on it.
If the worst comes to the worst, you can go into F1 for console and type 'dm' for debugmenu, then Esc for POI teleporter and search npc to show these two POIs.
If you teleport to these locations and see them, great. If you teleport to these locations and they aren't visible, go to F1 and type 'chunkreset f' to reset 30 blocks around you. The POIs should reappear. Return to your last play through location and forget you saw them.... unless the temptation is too great. ^^

That mod addon is not shared here on Nexus. I tested the download and it still works.
