This mod adds the Commanders Vest utility item and the Commanders Will ability. Usable for all classes. Are you a bad enough dude to make sacraficing your soldiers a viable strategy? 

Should be in the armory once installed.

NOTES: 
The Commanders Vest is actually a grenade and as such can be placed in a Grenadiers grenade only slot. It doesn't seem to cause any problems though. 

The explosion itself does not appear but it does look like one strong gust of wind.

For editing damage values and the radius of the blast: 

***THIS IS POSSIBLE IN NOTEPAD*** 

-Locate "XComCommandersVest.ini" in the appropriate folder and change the numbers to whatever you like 
-HISWILL_DAMAGE=10 damage 
-HISWILL_SPREAD=2 Range of damage 
-HISWILL_RADIUS=8 Size of the blast
