What does this mod do?
This mod removes the level-dependent scaling of weapons or armor. Instead of being tied to the player's level, weapons and armor pieces now have a semi-fixed level that is equal to a fixed base level, plus a small random offset to prevent all items of a kind from being exactly identical. Image 3 shows the base levels for all items.
Crafted gear and items you have already picked up before the installation of this mod are not affected.

Installation
Copy the folder modNoItemScaling into your <witcher3-directory>/mods-folder. Delete it to uninstall. NMM should also work, but I have not tested it.

Requirements
This mod requires Patch 1.31 and all free DLCs to be installed.

Issues
Merchants have some funky interactions with some items, which means they sometimes (but rarely) ignore the base level I set in the game files and use a different base level or a completely fixed one for their wares instead. I have not found the reason for this behaviour yet. If someone has a hint about this, feel free to message me!

About New Game+
From mod version 9.2 onward, NG+ is only "minimally" supported. In NG+, all items will/should have a base level that is equal to the player level at the start of the NG+ playthrough.

DLC items
No Item Scaling supports HoS and BaW. You can find the necessary add-on files under optional files.

You chose a stupid level for <my favorite item>! It should be at least level 60!
Fear not, for I have added a facility for you to configure the base levels of items yourself.
Open the file modNoItemScaling/content/scripts/local/itemLevelOverride.ws with your favorite text editor (I recommend Notepad++ or the script editor of the official Witcher 3 mod tools). It contains all the instructions you need to set a base level for any number of items yourself. Please note that this still does not allow you to retroactively change the level of an item you already picked up.
Furthermore, at the bottom of said file is a table that shows all item levels I have chosen. Again, feel free to override them to your heart's content if you think they are poorly chosen.

Compatibility
No Item Scaling is compatible with existing saves, but does not affect items which are already in your inventory.
Please do not ask me about compatibility with other mods -- I do not have the time and energy to test it with each of them. In general, No Item Scaling is
compatible with all non-gameplay mods. For gameplay-affecting mods, it should be compatible as long as the other mod does not modify the game/compontents/inventoryComponents.ws script file and does not change weapons or armor stats. However, if you want to be certain, you'll have to test it yourself.
The most popular mod to use in combination with NIS is No Item Level Requirements, which works flawlessly (tested with v7 of NIS and v1.3 of NILR).
