If I understood correctly, Light Delux affects the lighting everywhare ? I have never seen such clouds in Skellige.
About Delux Light for Toussaint by Lexar, here is the explanations :
This light mod is built for Toussaint but it affect the "playerwitcher.ws" file. You will may need to merge it with script merger in order to make it work. If you do this, the light of the whole game will be affected => Delux Light will remplace the global vanilla colorimetry, sky, and clouds of every places even if you use and resolve conflits between other light mods you may use (STLM, Wiedzmin, etc).
The bad thing about it is since it's not built for the whole game, some weathers are messy and some places may looks weird... It's just a matter of color and clouds, most of effects existing in Toussaint are disable in the rest of the game. And in addition to your reshade, this mod make White Orchard became... Strange
On the other hand, you gain FPS because of the disabled effects, and the natural tone and look of this light mod is so amazing that I can pass through the bad aspects. It fits Velen and the Swamps perfectly. Skellige and Kaer Morhen are really good but maybe not as impressive as the two previous places I mentioned. Really dude, you noticed it, look at these wonderfull clouds in Skellige!
A new version of the Delux Light mod is in wip and it's outstanding!! But for some reasons, it will may never be released (I heared some fragments of the story about Lexar and it's sad that things were gone so far in my opinion :/)
