This mod enables possibility to surrender to cops after act 3. In the game surrender is possible before finishing act 3. After that you cant surrender no more. This fixes it.

When you see cops (in car or not), stop, go out of your vehicle et don't move. Hide your gun too. The cops will slowly come to you.
