A lot of comments about this on here, reddit, and each mod 'posts' pages. I pieced together the info I need to know to get mine finally working. Part of the problem has been the fact that Bethesda keeps sending new Skyrimse.exe updates over steam over the past few months, much of the time going unnoticed.

Since most of us seem to be using SKSE64 at this point, we basically have 4 variables to worry about here.
    (1) Know your SkyrimSE.exe version
    (2) Know which skse64 version to use... this is of course will be dependent upon what SkyrimSE,exe version you have
    (3) Your SkyrimSE.exe version will dictate which version of SSE Fixes "FPSFixPlugin.dll" to use.
    (4) In all cases, the same version of the DLL Plugin Loader from Meh321's Nexus mod page will work for all versions of the FPSFixPlugin.dll

To check your SkyrimSE.exe version, go to the Skyrim Special Edition game folder, the right-click on SkyrimSE.exe and select "Properties', then in properties, select "Details" and there's the version (Product Version)

*If* for some reason you needed to get an older SkyrimSE.exe version, I found a good posting on how to get the files from Steam and I also found the two Steam DB pages containing all the info you'd need to piece together the command-line in Steam console. It works, I grabbed all the versions listed there just to have in a safe place.

Here are the links on how to download old versions of skyrim se from steam console:

    https://steamdb.info/depot/489833/apps/
    https://steamdb.info/depot/489833/manifests/

I know these have been posted here (thanks XiongXioi) and there but these are the links to get the three versions of the FPSFix DLL file precompiled:
https://www.nexusmods.com/skyrimspecialedition/mods/10547/ (the original DLL for skyrim se 1.5.3)
https://www.reddit.com/r/skyrimmods/comments/7hlt99/psa_sse_fixes_fixes_low_fps_due_to_too_many_mods/(precompiled Fix DLLs for 1.5.16 and 1.5.23 - If you, like most, have a good stable modding thing going with SkyrimSE.exe 1.5.23 then I recommend going to this link and getting it here)
    ******** OR ********
If you want to try modifying the source code and recompiling the DLL yourself, follow ponurymazepa's guide (I did this method before I came across the reddit link, it was actually very interesting to compile C++ code):
    https://www.nexusmods.com/skyrimspecialedition/articles/295

I can say that 1.5.23 is working good for me. What to expect? Will ultimately depend on the HW and the number of mods, and more so - the type of mods you have installed. I think results will vary. In my case, I have an old AMD FX 3850, 16 GB DDR3 (not DDR4) RAM but my system shines a bit more with the Nvidia 1060 w/6GB VRAM and a 1TB SSD drive. Running around 150 mods, many of which add creatures, NPCs, UNP with CDP and FNIS, and all kinds of textures replaced with 4K, a 'quality' Re-Engaged ENB. I saw that I was getting around a 7-10 FPS boost versus before the fix DLL install. BUT - I also noticed, in general, whether my character was inside an inn or running outside in the middle of the Whiterun valleys, the game just seems much smoother somehow.
