Simple batch file that will change (and make persistent thru saves)
you 1H, 2H, and duel weapon speeds. Cutomizible instructions in the batch file.

**BTW, this can only be used to change the player weapon speeds, not npcs. Can't make one for the npcs as each npc would have to be named and added individually in the batch file :P**
Simple batch file that increases your 1H,2H, and duel weapon speeds.They are set to 190% of normal which is 20% higher than level 3 Elemental Fury. Instructions on how to set what speed you want is in the bat file speed.txt in the data folder in the zip file, just set whatever value you want. Once you execute the batch file it will save info to your save and the changes will be permanent- no need to type it in each game. To reset it back to normal just change the batch file speed.txt in the data folder values back to 1 (which is normal speed) or to whatever you like. Info is in the speed.txt batch file.
Installation:
First open the speed.txt file in the zip file and make any speed changes you want to it then save it and update the zipfile.
Use Mod Organizer to install and right click and set Data as the data directory. It will warn you that there is no game data but it still puts it in there.
Nexus mod manager - I don't use it but it might install. If not then, extract the speed.txt file from the zipfile, make any adjustments you want to your weapon speed, and then drop the speed.txt into your main Skyrim Special Edition folder (if that doesn't work then put it in your Skyrim Special Edition/data folder) .
in the console type:
bat speed
