This is just a small tweak so that the perks Elemental protection and Deflect Arrows also now work without a shield as long as you are holding the block button. I did this to make not using a shield or magic slightly more viable with high difficulty settings. Elemental protection was reverted back to 50% and arrow deflection only causes some damage reduction based on your fBlockAmountWeaponMult setting which at default is 50% reduction (0.5).
