Adds an alteration spell that transmute gems into soul gems

-Vampire dust to Black soul gem
-Flawless ruby to Grand soul gem
-Ruby to Great soul gem
-Flawless amethyst to Common soul gem
-Amethyst to Lesser soul gem
-Flawless garnet to Petty soul gem

The spell search the required item in that order.

And i know vampire dust is not a gem, but yeah i like the concept.

i hope to make it more balanced according to feedback, i will add the rest of soul gems in the near future, and add it to the vendor list, the spell tome is in Riverwood in a rock near the first wooden bridge.

I don´t know if this is lore friendly, but i see it as a more magical and hopefully balanced alternative for soul gem crafting.
