I always loved playing mage, but I found the "Impact" perk highly game breaking. The issue I always had was was you could either play without it, and lose your ability to stagger, something which a rouge and warrior have some access to. Or you could take the perk and have enemies stuck in a stagger lock, making combat far too easy for a mage.

This mod puts the "Impact" perk on par with the "Power Shot" perk of the archery skill tree by only causing a stagger 50% of the time, meaning you get the advantages of using Impact, but without making combat so easy from constant stagger-locks.
