Adds a smelter and chopping block in front of the Solitude Black Smith

I've had to add a chopping block and Smelter a few play through's- but this time I thought I would help out fellow Dragon Spawn's in need.
Its right outside the Solitude Blacksmiths Shop, you will see the pile of coal in front of it.
The Chopping Block is right next door by the Fletcher Shop, look for the pile of wood.
