Did you ever have a problem with speed buffs that resulted in your character turning into a whirlwind of death after adding a single perk, or perhaps the opposite, and ending up with a character that can barely fight because strike animations are so slowed that they last about a minute before you can even swing a sword?
Did you try other weapon speed fixes build into mods that only resulted in either doing nothing or making it worse?

Well, you can say goodbye to speed problems.
I made this to help me control weapon speed problems I was having.
A long time ago, I used a combination of perk mods including SPERG and Ordinator, bue even without a combination, SPERG alone wasn't working for me when it came to weapon speed.

To be more precise, the second I added say, a Dual Flurry perk, my character's speed went from something reasonable, to an instant whirlwind of death where the animations were barely even watchable for how fast they were.
It's obviously convenient, but it looks ugly, is a bug, and it feels wrong.

The cause of this, is a known design bug that sets the starting weapon speed to 0, but determines that decimal numbers are debuffs, and buffs only begin at 1+
As a result, if you use any buff that doesnt change speed to "1.X", but "0.X" instead, you may end up with a speed of decimal value, say "0.4" which causes the in-game weapon speed becoming a slowdown effect instead.
Most mods that tamper with weapon speed, try their own fixes at this, and give buffs like "+1.4" or 2 buffs  being "+1.0" and "+0.4", and it works, but the problems start when you have more than one of these mods, and you can end up with speed values such as "5.6" which is insane. Before creating this, I tried every possible configuration in those other mods, and nothing worked for me.

So what this mod does, is monitor your current weapon speed and dynamically alter it so that it never goes beyond the established limit, or below the baseline (ensuring that buffs work as intended, but without crossing the line)
The limit is configurable by MCM, within reasonable values.

This mod is experimental. It works like a charm for me, and I've used it for months, but I'm not entirely sure if it gets along as perfectly with all mods out there.
I haven't tested it much on this, but I think the one downside of this design is that it breaks the chance of you suffering an actual  weapon slowdown effect by intentional design, which are very very rare, so much that I think I've never even seen a proper one myself. Why? Because the monitor system on this mod wants your base speed to be 1.0, and count any buff from there, so if it sees your speed is below 1.0, it will change it to 1.0 always.
