All credit goes to Alex9ndre the developer of Vigor.  I merely made a couple small tweaks to what probably took him a fair amount of time and effort and therefore I deserve no credit as I put almost none into this.  I simply had the knowledge to make said tweaks.

Concentration Stamina Drain addon may or may not work no promises.  I can't wrap my head around why it clearly worked for me and then just stopped as I'm not a skilled scriptor.  However, with the current features, it's probably not even that desirable.

New Changes: Low Magicka results in disorientation, player will move up to 60% slower based on Magicka (stacks with low 
stamina debuff)
Destruction/Restoration spells become less powerful at lower Magicka percentages.  This should encourage use of 
other magic schools or melee as a caster.  The reasoning for this is destruction tends to outshine other 
schools; with some investment it's far too often more worthwhile to continue nuking enemies than to debuff them 
or use utility spells.  Alternatively, gives destruction spellblades more reason to use their weapons as opposed 
to casting.
 

A rather simple tweak to vigor with some added functions.  Spell casting costs a small amount of stamina which increases progressively to a moderate cost the less magicka the player has.  This also means a spell that costs enough magicka cross over the percentage markers (.75, .5, and .25) will cost more stamina to cast.  This also means the player can mitigate the extra stamina cost by increasing their magicka pool.
A second set of tweaks I saw as complimentary to fair and challenging gameplay was removing the stamina regeneration debuff from low stamina and running and instead increasing the movement speed debuff.  This means the player will be less able to avoid attacks or re-position at lower stamina percentages (.50, .25, and .01), but won't be encouraged to stand still to recover stamina.

Finally, a small tweak to further enhance the magicka management system is slower magicka regeneration at very low percentages (.25 and .10; 25% and 50% slower).
