UPDATE! 04/03/2018
I have released a new mod titled 'Ultra Cloak - Combined Elemental Cloak Spell With Reduced Cloak Graphics FX' in which the spell is comprised of more effects and therefore more powerful than Thunder Cloak, yet appropriately balanced. The Ultra Cloak page also has an optional main file which reduces visual obstruction when casting cloak spells via tweaks made to the cloak spell Magic Effect FX. The Ultra Cloak file also includes the Thunder Cloak spell books in the game world, so it's recommended to download the successor mod instead to get both spells as well as a visual upgrade built-in.

Description:
This mod adds three identical spell tomes to the game which allow the spell titled 'Thunder Cloak' to be learned. This is a combined frost, whirlwind and lightning cloak that lasts for 45 seconds when cast. To nearby enemies, a base 10 points frost damage and stamina damage per second, a chance of being flung away, a base 10 points shock damage and half magicka damage is applied. Also Grants 25% Fire Resistance whilst the cloak is active.
The combined effects of Thunder Cloak may be considered overpowered so for balancing purposes:
- Charge time increased from 0.5 seconds to 1.5 seconds
- Duration decreased from 60 seconds to 45 seconds.
- Base magicka cost to cast this spell is 500. For Reference: Frost Cloak costs 316, Blizzard costs 1106 according to the CK.
- Classed as a Master Destruction Spell. (Ability to cast using one hand remains).
Location:
One of the spell tomes can be found on a desk in Farengar's study in Dragonsreach, Whiterun. The Other spell tome can be found on Urag gro-Shub's desk in The Arcanaeum, College Of Winter Hold. The third spell tome can be acquired at the summit of The Throat of the World.
Requirements:
Skyrim Special Edition. Make sure you have DLCs enabled for Special Edition. They're Enabled By Default.
Compatibility:
Pretty Much Any Mod. This is additive so it is Game-Safe. This does not change the attributes of any other existing magic spells or effects.
Recommended Mods:
Synergizes well with Ordinator - Perks of Skyrim by Enai Siaion. Master the revamped frost and shock skills in the Destruction Perk Tree and let the full potential of Thunder Cloak be unleashed onto whatever stands in your way.
