Al99 a nexus user, informed me that wolfs do not howl with Dawnguard active, this fixes it.

Fixes non Howling wolfs with the Dawnguard DLC active.
Bethesda seems to have forgotten to add a SoundPlay command to the wolf_idle_spice.hkx
Replacing it with the original fixed that, i don't know what bethesda did to this file but by comparing the two files i can't find any major changes except the missing SoundPlay command.
