Adds a Portal spell that directly takes you to the Ragged Flagon in Riften

This spell adds a book and a spell that allows you to learn and have a spell to teleport to the Ragged Flagon.
(I originally called it "Thief's Bolthole" .. but decided this was a bit easier to find) :)
The book for it is found IN the Ragged Flagon, on a Barrel, beside the hall in the back. Will upload screenshot later for exact Location, so just be patient. :) This means you HAVE to get to the Flagon in order to get it, so I don't see this as a real problem.
It shouldn't cost you a thing, and it is credited to Player, so it shouldn't be a theft. I have assigned it to "Respawn" so that shouldn't be a problem either.
Version 1.1 : Added visual and Audio effects to the spell ... that's it.
