So Mercer stole everything from the safe-room - you're the guild master I'm sure its not beyond you're capabilities to close the lids on those chests and start filling them up with others hard earned valuables.
Replaces all the static always open chests that you couldn't put anything in with non-respawning player chests designed to store all that loot that you would accumulate from a successful career of larceny and general lawlessness.
