What this .ini file does is remove all lighting effects, grass, shadows, lower quality than the main setup options allows, static trees, low but decent FOV, fix Mouse lag and all the fade to its minimum (Except actors and items fade because they are very important for the gameplay). 

INSTALLATION:

Just drag the file to: Documents/My Games/Skyrim and replace it.
