Makes the Staff of Magnus drain health and magicka simultaneously!

I felt that the Staff of Magnus was severely underpowered for the amount of trouble the player goes through to get it, so I made it stronger.
Now drains 200 health and 120 magicka per second, at the same time. No need to wait for them to be out of magicka!
Please be nice, this is my first mod, and my first venture into the creation kit.
UPDATE: Brokenmirror1 has uploaded a version of this mod with unlimited charge. I could probably have done it but I hadn't checked this mod in a while and didn't know there was a problem. Anyway, download his one instead:
