My attempt at making the Artifact and Legendary weapons better

The current files are for Keening, and The Staff of Magnus.(More on the way)
With the Staff of Magnus i raised the magicka drain to 100 per sec and the health to 75 per sec
With keening i raised the magicka, health, stamina drain to 100.

Requests are welcome my goal for this project is to add in to the game ways to upgrade the items and for a more balanced Enchantments.
