I finally got tired of watching all the various npc's sweeping the air, seeing as the vanilla broom doesn't come within 200 mm of the ground. All this mod does is increase the animated and clutter brooms meshes to 1.3% of normal along it's 'Z' axis, so they actually touch the ground...
