This applies to literally any Destruction or Restoration spell, including those added by mods, and requires nothing more than enabling the .esp.

1. Move the contents of the rar file to your /data folder.
2. Activate Simple Spell Scaling.esp

1. Remove Simple Spell Scaling.esp and .bsa.
