Not interested in being the Dragonborn, but still want to use Shouts?
Find scrolls near word walls and other locations, and you can learn and unlock all the words to a given shout. Find more scrolls for each shout, and reduce that Shout's cool down times.

Not interested in being the Dragonborn, but still want to use Shouts? Then this should be right up your alley. 17 vanilla Shouts have 3-5 Scrolls each scattered around Skyrim and 1 in Solstheim.
Find scrolls near word walls and other locations, and you can learn and unlock all the words to a given shout. For those word walls locked behind quest line-specific locations or access, extra scrolls have been distributed to alternate locations as a bonus for intrepid explorers. Each scroll read for a given shout will grant a cool down time reduction for that specific shout's three words.
DLC shouts are excluded, because they are tied too heavily to their respective quest lines. Vanilla Shouts Call Dragon, Dragonrend, and Call of Valor are excluded for the same reason.
This mod requires SKSE to enable updating of the individual Words of Power's cool down times. The mod uses 2 scripts only, and only run under 2 conditions: 1 - you read a Thu'um scroll, and 2 - at each load of a save game ( to apply the reduced cool-down times).
This should be compatible with other mods like Individualized Shout Cool Downs (mod ID 52648).
