Creation Kit sadly keeps crashing on me so you have to spawn him.
To do so, type help marius in console
He is now updated. Blue Palace, Castle Dour interior (old version). He is now equipped with Roman Imperial armor and sword.
New version is in the winking skeever in solitude.
