Balgruuf takes the empires side when you do the Stormcloak questline. There isn't much of a reason for this. This mod makes him an imperial so it makes more sense that he sides with the Empire. It is actually kind of immersive since he surrounds himself with other races. His housecarl is a dark elf and he has a court wizard.
