Story:
To increase the chance of winning the war Ulfric Stormcloak send his Elite units to capture the remaining forts.
General Tullius quickly respond and send his Elite team to counter Ulfric's plan.

Npcs that will die will respawn within 10 days just dont visit the place within 10 days.
My plan is I would only use this for my personal use but maybe other's would like it so I upload it.
