In the City of Thieves lives an Imperial mage who has trained himself in the arts of frost magic. After learning frost magic from the college of Winterhold Fender decided to find lost half-brother Marcurio, and his journey lead him to Riften. Fender spends most of his time upstairs in The Bee and Barb studying magic.

Make Him Use His Spell
**To make him use his Frost Spell press "~" and open up the Console Command,
click on him then type "SetAV Destruction 75"

If you're Noob. I Recommend you guys install a Mod that makes Followers better overall like:
-EFF (highly recommended)
or
-UFO (I personally don't like it)
With EFF you can teach him spells and make him forget ones also (except Wall of Frost). Use this if you don't want him to be overpowered early game.
