Walking velocity changed to be always equal to maximum velocity at all times.
Removed Movement Type ESP edit and added NPC tweak for interpolation settings, this is in preparation for the cloak spell, and also as a quality of life change. All NPC's will walk and jog at the same speed as the player now.
