I tried to create or simulate it. Try it out. Perhaps you like it.

Is it balanced for 3rd person? Kind a... Take the 3rd person version.
Is there a fps-hit? Nope.
How to install?
1. Download the file to your desktop.
2. Backup your "original" enbeffectprepass.fx & enbeffectprepass.ini (in case you will return back)
3. Put the downloaded file in your Skyrim-folder (where you should find your "enbseries")
4. If it is necessary, then overwrite.
5. Ajust in your enbseries.ini the DoF time to 0.1 or 0.05
