What it does?

It is a forbidden magic that stops the flow of Magic to inhibit casting spells inside the field. All spells cast in range will lose their power and any Magician or Vampire User (except the caster) becomes unable to use any Magic. HOWEVER, It can be effective against the player if it were given to the wrong hands putting them at a HUGE disadvantage.
