how to use 
To access the house you will need to craft the Spell Teleport to Aetherial Vally
you can craft it under the blacksmithing menu.

when you use the spell It will teleport you to aetherius 
you will Carpenters workbench in front of you
you will find a merchant behind you in dwarven armor

he will sell you the ingredients you will need to craft everything

when you craft the the first item which will be the throne room 
a portal Will show up to take you to the palace

you will now be able to craft a spell to take you directly to the palace.

you can still access the merchant with the spell But you need to be in tamriel
to use the aetherial vally spell again to access the merchant.

The palace has a doorway that portal that can take you back to tamriel. to the exact same spot where you casted the spell.

The aetherial vally does have an exit to return to tamriel so you can get materials/gold to sell/buy from the merchant.

When you craft the portal management system in the molten forge you can also craft a spell use it remotely
