Leinad Werecat is a godly powerful snowy Khajiit mage (but he's not overpowered in gameplay). He specializes in ice and lightning magic. Found in the Frozen Hearth in Winterhold. He starts with a 150 boost to magicka and will level with you up to level 120. He uses the Young Eager voice type.
