I may have figured out a way to set this up I'll be looking into it in my limited time.

Adds a ring and an amulet that have a special enchantment which allows you to store magicka for later use. 

Currently the ring and amulet along with the spell and shout are in the game however they aren't functional. 

I was inspired by The Dresden Files and Eragon with their ability to store magic in some way to help them out at a later time of need and wished that Skyrim had such a system especially playing with mods that make regeneration items such as potions an over time effect instead of instantly. 

Future Plans:
Allow the enchantment to be applied to any piece of jewelry
Make a quest for the ring and amulet and make them better than the standard enchantment (possibly more than one charge)
Add support for modded jewelry
Add Kinetic ring which stores a bit of power from attacks to be unleashed in one attack
