There's a bug a lot of people experience where, at some point in their playthrough, they start hearing a crackling sound centered on their character. It sounds like a frost enchant on a weapon (also referred to as hissing or static), but it persists whether or not you have ever even had a frost-enchanted weapon. The only thing that alleviates the problem is using the sexchange command twice. Unfortunately, the sexchange command can mess up scripts, especially if you have any changes to race abilities and/or passive effects.

Being a user of Imperious - Races of Skyrim (EnaiSiaion is amazing, download everything he makes), I had to either deal with the headache-inducing, constant, annoying crackle, or lose my racial abilities. Neither of these was particularly acceptable, so I listened to like a bazillion sound effects until I figured out which one was causing the problem.

There seem to be a lot of mods that are supposed to fix this, but none of them worked for me. This mod replaces sound/fx/fx/mag/cloak/mag_cloakfrost_lp.wav with a blank .wav file, so the sound will be completely silent. It's just an empty file in the right place. That's it! I hope it works for you, too.
