A Master-level Destruction spell inspired by the Storm Call shout.

THE SPELL YOU DIDN'T KNOW YOU NEEDED
Storm Call is, without a doubt, the hardest shout to complete - it requires you to fight three dragon priests just to get to each of the word walls, and if you miss the one in Skuldafn, you're out of luck. Furthermore, by the time you shout all three words, you have to wait ten minutes before you can use another one. What a drag, right?
Luckily, the mages up in Winterhold have a solution: Any magic-user who has mastered the Destruction spells will be able to usurp this power from the dragons and electrify the skies using only their hands... at a hefty magicka cost, of course.
CALL DOWN THE THUNDER
Storm Call Spell adds a Master-level Destruction spell called, you guessed it, Storm Call. It has the same effect as the shout of the same name, but without the ludicrously long cooldown. This was requested by DragonaPine, and created for the benefit of players who want more shouts in spell form, who are doing non-Dragonborn playthroughs, and/or who just want to feel powerful.
The effects of this spell are identical to the third word of the Storm Call shout. The spell tome will become available upon completion of the Destruction Ritual quest, and can be bought from the same vendor(s) as the other Master-level Destruction spells.
SMITE ME, O MIGHTY SMITER
I anticipate that some of you will have questions. I will answer them here.
Q: Are you going to update this mod?
A: No.
Q: What's this compatible with?
A: Everything.
Q: Are there any bugs?
A: Only two: The spell tome does not have object bounds, and casting the Storm Call spell while a Storm Call effect is already active might cause a brief hiccup in the weather. Neither bug is a major issue; you're welcome to edit them out.
Q: I have another mod that adds Master-level Destruction spells. What should I do?
A: If it edits the same leveled list, just create a Bashed Patch.
Q: I want NPCs to use this spell for some reason. What should I do?
A: Use ASIS.
Q: Do you take mod requests?
A: Yep, but for Skyrim: Special Edition only, and I'm not making any guarantees. If you have a request, message me.
Q: Are you a wizard?
A: ...Sure, why not.
Q: Get to work on Macromancy 4.
A: That's not a question.
