I have seen many requests for this

sets it so hired thugs are only sent after you for a stolen item IF YOU ARE SEEN STEALING
forwards USKP & USLEEP 3.0.1 fixes but neither are required (though highly recommended)
make sure it is enabled below USKP/USLEEP

optional file totally disables hired thugs

both files included in zip, you only need 1

made in TESVEdit, no resources or scripts used so it is 100% safe to merge

future updates(?): add variability to the thugs, optional file that reduces time until thugs can come after you again, other suggestions made by users
