In game it should not look like the video, because in this video the author used vanilla weathers instead of CoT weathers , resulting in low quality graphics, you should not try to force vanilla weather via the console (like "fw81a")
because this preset is simply not designed to work with vanilla weathers

an old version of this ENB :

INSTALLATION :

1-Place data folder content in your Skyrim Data folder.
2-Place enbseries folder in your skyrim folder.
3-Place the water plugin content in your Skyrim data folder.
4-place enblocal.ini, enbseries.ini, enbpalette.bmp in your skyrim folder.
5-Download the lastest enbseries (wrapper version).
Place the d3d9.dll file and enbhost in your skyrim folder.

Load Order (after LOOT or BOSS) :

Skyrim.esm
Update.esm
Dawnguard.esm
Dragonborn.esm
ClimatesOfTamriel.esm
ClimatesOfTamriel-Dawnguard-Patch.esp (dawnguard required for this enb and this patch)
Zephyr Water Plugin.esp
ClimatesOfTamriel-Dragonborn-Patch.esp (dragonborn required for this enb and this patch)
Zephyr COT Plugin.esp
EnhancedLightsandFX.esp
ELFX - Dawnguard.esp
ELFX - Dragonborn.esp
ELFXEnhancer.esp

Download and install Climates of Tamriel with "warm" interior and "night level 1" ("vanilla")

Download and install ELFX and ELFX Enhanced (don't install ELFX exterior plugin)

Skyrimprefs.ini settings for Zephyr ENB (necessary) :

[Display]
iMaxAnisotropy=0
fGamma=1.0000
iWaterMultiSamples=0
iMultiSample=0
bTreesReceiveShadows=1
bDrawLandShadows=1
bFloatPointRenderTarget=1
bFXAAEnabled=0
bShadowsOnGrass=1
bTransparencyMultisampling=0
bDeferredShadows=1
bDrawShadows=1

I also recommend to use these settings if you have a beast rig (optional) :
[Water]
iWaterReflectHeight=1024 or 2048
iWaterReflectWidth=1024 or 2048

>--- ._optional_. -- : fShadowDistance=13000 (if you want to increase the shadow distance for trees) but this tweak can pixelise the shadows a little bit

For the tress : download : SFO (optional) Hi res version 8K if you like vanilla trees or SFO lastest version if you like SFO trees.

You should not try to force vanilla weathers in the console like 'FW 81a' because it could result with low quality graphics
in fact this ENB is not designed to run with vanilla weather just CoT

(I also recommend using 2K-4K textures and atleast Ugrids=7 or 9 if you have a beast rig)

I also recommend to calibrate your monitor before installing this ENB
