This is a small feature to make the main menu a bit more.. mystical maybe. When the mist comes, the figures of Alduin's Wall can be visible behind the imperial dragon symbol. The symbol is replaced with a higher quality one in two metallic variations.

Extract the files into your Skyrim Folder.
