Adds a novice-level alteration spell call "Short Stun".  It stuns the target for a very short amount of time--just long enough to get in a free hit, or get some distance.

I created this mod because I wanted to have a Bioshock-like playthrough.  This spell is inspired by the Electrobolt plasmid from the game, which when used properly complements that game's melee weapon.  "The one-two punch.  Zap 'em, then whack 'em!"  Similarly, this spell is meant to be used in tandem with a one-handed weapon.

I made the mana cost a bit pricey for a novice spell so it won't be too powerful, but I haven't done much testing in terms of balance.  Please give me your feedback, and let me know if it undermines any higher-level spells in the vanilla game!
