A humble offering from me.

Soft Requirement (They are the basis of this preset choice)
1) Enhanced Lighting for ENB
2) Relighting Skyrim 
3) Purity

Optional
1) Dynavision with optional static mode patch since this preset doesnt utilized DoF setting (Its too costly)

Installation guide
1) Remove any ENB files from skyrim folder if you are using them.
2) Install reshade files from reshade.me .. Currently on offer is version 1.1.0 
3) Try running skyrim once, at the main screen at the beginning, you should see if reshade is installed correctly for skyrim if it managed to compiled.
4) Download this file.. you'll have to manually extract them into skyrim main folder, if reshade is installed correctly, it should warn you that it want to overwrite some files.. allow them.
5) Enjoy your skyrim with this preset.. send screenshots.

Tips:
You can toggle the effect on/off by using screenlock button ( near your printscreen button )
Additionally, gaussian blur can also be optionally toggled on/off with F11. (default is on with the other effect)
