You can find everything in the Necromancer's Shop in Falkreath. The shop keeper there,
known as The Pastor, sells all of the necromantic spells and the staff...
However, he has put his holy days behind him.. and no longer offers those spells for purchase.
Silly old man still keeps his old Ministry Gear locked up inside his shop, if you can find the key.


The shop has a ton of merchandise, of all flavors, and if you're looking to unload some unecessary gear, he'll pay top price and take all you can gather.  He's prided himself not just as a world class necromancer, but also quite the entrepeneur as well. Once he notices your interest in necromancy, he'll gladly allow you the run of the place.  You can sleep there, store your gear, make potions or enchantments, whatever you like.  I wouldn't make him angry though.. he's been around the block more than a few times.. and is not as gentle a soul as he lets on.
